Job Description

Job Purpose

The role of the Executive Director is to provide leadership and management of the FMCBC based on direction set out by its Board of Directors, and to work collaboratively with the FMCBC Executive and Board of Directors.

Summary of Primary Job Functions

The Executive Director is responsible for managing all aspects of the FMCBC’s programs and operations, managing finances and fundraising efforts, implementing policies established by the Board, promoting the organization, recruiting members, representing the FMCBC to other agencies, organizations, supporters and the general public and advocating on behalf of the organization.

Conditions of Employment

Location: Southern Vancouver Island/Greater Vancouver.  The FMCBC is based out of Vancouver, but applications will be considered outside of the Lower Mainland.

Start date:  Approximately March 13, 2017

Rate of pay: $25/hour.

Hours:  20 hours per week

The Executive Director position is a part-time one year renewable contract position.  Work is to be completed from a home office or out of the FMCBC’s office space in Vancouver.   The FMCBC will provide a laptop and mobile phone.  The employee is expected to provide an internet connection unless operating out of the FMCBC’s office space.   Hours are flexible with some weekend and evening hours required.  Some travel mainly within the province may be required

Duties and Responsibilities

Advocacy

  • Advocates to help achieve implementation of the goals and Strategic Plan of the FMCBC by maintaining and developing relationships with government, industry, and member clubs.
  • Advocacy should help maximize opportunities for individuals and organized groups to participate in non-motorized, terrestrial, backcountry recreation.
  • Advocacy may also include providing support for FMCBC volunteers who participate on the Outdoor Recreation Council and Provincial Trails Advisory Body, and other external committees.

Implementation of Board Policy and Decisions

  • Recommends and implements actions to meet goals set out in the FMCBC’s strategic plan
  • Provides quarterly reports on status of programs and strategic goals
  • Manages orientation process for incoming Board members
  • Drafts policy and correspondence for Board and committee consideration

Operations and Program Management

  • Ensures that the FMCBC’s operations and processes are efficient and effective in meeting the day-to-day needs of its Board and members
  • Maintains central database of all official correspondence
  • Organizes meetings and provides supporting documents
  • Identifies and informs the Board on internal and external issues that would be of interest and/or concern to the FMCBC
  • Oversees the planning, implementation and evaluation of the FMCBC’s programs, services and special projects
  • Monitors and works towards improving the quality of the FMCBC’s programs and services
  • Ensures that the programs and services offered by the FMCBC align with its strategic plan and vision
  • Supervises production of FMCBC’s publications including a monthly newsletter and the semi-annual Cloudburst newsletter.

Human Resources Management

  • Determines and recommends staffing and volunteer requirements to the Board
  • Develops and oversees Human Resource policies for the FMCBC
  • Writes contracts for employees and external contractors
  • Develops job descriptions and recruits potential candidates for Executive Committee’s consideration
  • Manages staff including mentoring and disciplining when necessary
  • Recruits volunteers for committees and special projects
  • Develops Requests for Proposals and oversees external contractors
  • Evaluates staff performance and makes recommendations to the Executive Committee for contract renewal or termination

Financial Management

  • Works with the Executive Committee to prepare a comprehensive budget
  • Researches funding sources and develops a fundraising plan to support and grow the FMCBC’s programs
  • Approves expenditures within the authority delegated by the Board
  • Ensures that federal and provincial annual reporting is submitted
  • Completes grant applications and reporting
  • Develops and maintains a registry of potential funding sources and application deadlines

Outreach

  • Communicates with stakeholders and strives to build partnerships with like-minded organizations
  • Attends public events to promote the work of the FMCBC
  • Leads new club recruitment and relationship building efforts
  • Organizes visits and presentations to current and potential member clubs
  • Acts as a spokesperson and conducts official correspondence on behalf of the FMCBC

Risk Management

  • Identifies and evaluates risks to the FMCBC (clubs, members, volunteers) and implements measures to reduce risk
  • Ensures that the FMCBC and member clubs carry appropriate and adequate insurance coverage

Reporting relationship and parameters

The Executive Director reports to the Executive Committee, through the President.  The Executive Director acts independently on behalf of the FMCBC within the following parameters.

  • Aligns actions and direction with the goals set out in the FMCBC’s Strategic Plan
  • Obtains approval prior to incurring expenses outside of approved annual budget
  • Provides quarterly status reports to the Board
  • Obtains approval before sending official correspondence and publishing policy documents
  • Obtains approval before incurring travel expenses

Job Qualifications

  • Post secondary education in Business Administration, Non-profit Management or related field, or relevant combination of skills and experience;
  • Past work experience with non-profit or charitable organizations an asset;
  • Past management experience and demonstrable leadership skills;
  • Experience in advocacy an asset;
  • Excellent written and verbal communication skills;
  • Strategic and analytical thinking skills;
  • Business (or related) administration and budgeting skills;
  • Familiarity with marketing, networking and fundraising an asset?;
  • Ability to engage and motivate team members through collaboration and participatory leadership;
  • Ability to act as the “voice” of FMCBC when interacting with the media, Governments, partners, industry and member clubs;
  • Experience and passion with/for issues surrounding non-motorized recreation an asset;
  • Experience with non-motorized outdoor recreation an asset;
  • Should be proficient in Microsoft Office Suite including Word, Excel, Powerpoint and Publisher.  Experience with WordPress and social media platforms an asset.
